Get on the right side of the rail when facing it from the spawn. Go to about the middle of the rail and pull your right analog stick all the way down so the camera angle is completely above you. Push right on the left stick so the jump over sign comes up, but dont jump over. Quickly pull back on the left stick and press A at the same time. If done correctly you will slightly levitate.
